Can this be placed on top of a dura heat kerosene heater?

As long as the surface temp doesn’t exceed 365°C . But these won’t last longer than a month

Is the thermometer for the stovepipe or top of wood burner fireplace?

Can be used in either location. On the stove will tell you how hot the stove is running and on the stove pipe will tell you how much heat is leaving the stove so that you can adjust your damper to try to retain that heat.

Is this fan better than just using the ceiling fan?

I believe it does, we still run our ceiling fan on low. Our wood stove is our main heat source at our cottage and the little fan works up to our expectations.
