8GB, the "08" at the end of the model number is the size.

Does this product actually have kali linux os on the usb or did i just buy a 17 dollar flashdrive?

It has a live os with persistence, safe mode and usually an installation file as well. But it definitely has a bootable live os on it.

Is this a plug and play does it come with instructions?

Yes it comes with an instruction sheet and does not require you to download or configure anything to get it to pull Kali Linux up from the USB to either work on off the USB or download it on to your computer.
