Q: Can someone tell me procedure to program so that ut turns on once a week for 20 minutes

The timer needs to be configured to function 5. T1 to 20 min and t2 to 168 hours. Set the timer to HMS mode first. Manual has the steps and also we have a video on the subject on our web page

Q: Does this controller support programming configurations on a wifi network?

Of timers of this brand, only the one with the following description "Timer WIFI 10 AMP 6V 12V 18V 24V TIME ON OFF DELAY CONFIGURABLE, CYCLING and OPTIONAL TRIGGER" is WIFI programmable. They are about ten dollars more expensive than than the non WIFI programmable variety--about $35 versus $25.

Q: Can I use a 5v I/O trigger from an Arduino Uno to operate this timer?

Sure. 5 v can used as power or/and triggers
