Does this come with a brush or pad?

No it does not come with a brush or pad. It has a very sheer mesh fabric over the top that allows the powder to sift to the top. I just use a very fine makeup brush to apply on top of my makeup. I have a designated powder brush for this powder because it is white and if you use a brush that was used for colored powder, it can change the appearance of the white powder. Note: the white powder is translucent once applied to your face, but it gives you a beautiful soft skin feel and appearance, and sets your makeup without looking oily or too dry.
