Q: Is this supposed to come with the tape core?

It does come with it but no tape included.

Q: Why don’t these (all brands) have blade replacements for when it get dull and stops cutting nicely?

Q: how high is dispenser with tape in it? I need to know if itwill fit in my desk drawer.

Including the tape roll, the tearing blade is the tallest part at slightly less than 2-1/2" (65mm). Mine fits inside a 2-12" deep drawer.

Q: will it fit a Scotch C38 dispenser?

Just happen to have it next to me at my desk, on the bottom it says it is a C-38 tape dispenser.
