How do i know my system is using a dual run capacitor?

If your capacitor has numbers like 55/5, it is dual. If your unit has a fan and a compressor, it will have a dual capacitor.

I see a white spot on the capacitor top, and it has some other scruff marks otherwise as well. Is that expected on a new capacitor, or it's defective?

If you purchased a New Capacitor, it should look New like the pictures, i.e., not as you described. Mine looks like a New item. However, if you install the capacitor, and it works, then perhaps the white spot and a few scruff marks may not matter.

Can I use this round capacitor to replace my Z97F9318 55/5 uf 440 vac oval capacitor?

Yes, as long as the specs match the capacitor you need, either shape will work. You may have to make adjustments to the mounting, but it will work.

Worked well to get my HVAC running again

Replaced by original GE 97F9839 as it was swollen and bulged out from failure. Measured capacitance with the new 55/5 and readings were well within tolerance. Same diameter of the original so mounting was not an issue. No problems with delivery and overall transaction.

Exact OEM part, made AC work again!

Fast Delivery, exact replacement part! Pay attention to the connections as I accidentally crossed 2 wires, and the fan was operating in reverse! After studying the Schematic diagram, I found my mistake, corrected the wiring, made my AC work again!! Update/edit: Aug, 2024 - this Product lasted approximately 4 years before it went out again.. but I bought another one, and My AC is cooling once again!! might want to consider keeping one on hand, just in case it goes out again!
