are the arms flexible so that we can adjust them to point somewhere?

The arms are quite flexible.....I got this for my parents as they had a corner that was rather dark where their recliners are located. This gives light to both parents when needed or just one. They have the option of using all, two, one or none of the lights..............I've very pleased with this product.............

How bright is the 9 watts and 13 watts compare to a regular bulb?

you won't believe the brightness of these bulbs. I bought the lamp for a reading light. Looks like the sun is in my living room. Even the smaller of the two bulbs is more than enough for reading

If I wanted to replace the plastic globes, what size globes should I get?

I have two other lamp poles similar to this and neither of the globes from them would fit. I think the best thing for you is to contact the seller and find out. I did not recommend this product.

Can i use incandescent bulbs with this lamp as leds are hard for me to read by. is the switch a rheostat?

The bulbs included are great, bright but not glary, very adjustable and I read a lot. Turn on by turning a little know. I liked the lamp so much I got another one for the other side of the same room. No problem putting it together, well made and good instructions. I am 85 years old, piece of cake.
