Can these sizes also be used with the 700?

No, these dominos can only be used with the smaller (included) cutters meant for the smaller domino. You can buy a $69 adapter from Seneca to let you use these smaller cutters with the 700. I did this and they work great.

Do all of the different size of cutters come with this? Also are these for the 500 or the 700?

All five different size cutters come with this. I use these with my 500; not sure about the 700.

How many different size cutters for the xl df 700 are made?

I don't know I own the DF 500. This is the original domino cutter and it's smaller. It uses the 5, 6, 8 & 10 mm cutters. The XL DF 700 is designed for much larger dominos. Good Luck!!
