Doesn't this make a lot of noise when the louvers flap while a dryer is on?

Honestly, it’s so flimsy you don’t hear but slight clicking when the flap up or drop down. The wind actually gets up under it and lifts them as well. Let’s a lot of cold air in. Mine actually was stuck in the open position not enough weight in the fins for gravity to push them down. Ended up replacing this for a better quality model

Does this mount on the inside of the vent or the outside?

It mounts on the outside (at least mine does).

What is the size of the flaps?

Im not sure but the width diminution is 4z' so I would estimate the flaps to be about 3". Hope that helps and its way to cold here in Illinois to go out and measure one.
