Underglaze is not glossy by itself. You paint it on green ware then fire it to the "bisque" temperature for the clay you are using. Then you apply an "over glaze", usually clear, either matte or glossy and fire it a second time, according to the temp necessary for the over glaze. This is usually done on "low fire" pottery, at cones 05 to 06. But certain underglaze colors will high fire (usually cone 5 or 6). Check the label. You would need a high fire clear overglaze, then.
