Are these kits 'legal' (ie, you won't get disqualified) for bsa (boy scouts) official pinewood derby?

It all depends on your race rules. These are not the official BSA kits. If you are allowed to use kits other then BSA kits, these would be acceptable.

I need to know if these wheels remove material from inside the wheel surfaces

These wheels are not machined at all, they are the way they come from our molding company. They are Maximum Velocity manufactured wheels.
