Q: Will this fit on a regular mountain bike?

It fits onto the back rack of the Rambo. So if you have a rack on your bike, it will work. Has a universal attachment mechanism.

Q: Could this be used for holding a fishing pole?

Absolutely, I have used mine for my bow and a rifle. I am sure the clamps would secure a rod & reel as well.
