Q: Will it work on a baby trend booster carseat cup holder

No, it's made to sit on your forearm and has a handle you must hold.

Q: will this fit into a cup holder that is 3 1/4" round

No this is a plate and cup holder we use for picnics in the park for summer concerts. Gives us a solid surface to keep our plate and we use the cup holder for silverware and napkin. Have a set of stakes to hold our wine glasses.

Q: Would this work in a car seat cup holder?

I don't think it would. The handle is too small to be secure in a cup holder and the cup holder on the tray is too large.

Q: I was thinking of getting this to take the walt disney world for the food and wine festival. would this work?

This would be great for any type of outdoor event, even if you are walking around, as you would only need one hand to balance and carry the tray. It has a place for silverware and cup holder, but I don't know if you would be able to use it for a wine glass or not as I have only used it for children or to carry a drink and Dixie plate with food. I do not own a wine glass to test this.
