How does this work exactly?

This works by heat.  The rod gets warm which warms the air in the space around it.  This effectively lowers the relative humidity which will cut the risk of condensation and mold.  Even if the amount of water vapor in the air does not decrease, the relative humidity will decrease, because relative humidity depends on temperature.   The Dampp Chaser is a little too warm to hold in your hand for long once it fully gets warmed up.  The longer the rod, the more watts it uses, so you can pick a rod to match your space size.  The manufacturer's website has information about what rod to pick, depending on your space size.  We use it in the back of an organ that is against an outside wall.  That helps keep the air in the back of the organ warm in the winter when the air by the outside wall is cooler.  It is advertised more for spaces like closets.  They have a much more elaborate system available for pianos and organs, but we just use a 24 inch rod.  We replaced an older dampp chaser rod that was longer.  We thought it was a little too hot and too much watts for an organ, so we got the 24 inch one which has less watts.  The old damp chaser rod was probably 50 years old and still worked.

Does this collect moisture and have to be emptied?

can this be plugged into a gun cabinet without damaging the cord?

Are replacement brackets available?

Assuming that one of your brackets (for holding the heat rod to the wall) has broken I wish I could say yes .. that replacements are available. None of mine have ever broken so I haven’t been faced with that need.  But, if one did need replacing I’d probably get it done quickly by inventing something to hold up the bar, rather than hoping to order (or even inquiring if replacements exist). I’d first try rebending a large paper clip, one end to wrap around (cup) the bar, and the other end to wrap around the screw already in the wall. I’d further bend the wire to keep the bar away from the wall. Good luck!
