How are you supposed to place the wicks?

Use one strand for each two holes. Take one strand, place one end in one hole and the other end in the hole on the opposite side. Have them hang through evenly. Repeat with two more strands on the remaining four holes. Fill with dirt.

If the water window level shows the level is just below the top of the winow do I add water then or wait until it is lower?

I'll wait until it is lower before adding water. Sometimes I let it almost dry before adding. Depends on the plants you put. There are plants that need constant watering and there are some who just need little. Hope this answer your question.

What grade/type of plastic is this made of?

Yes a fairly heavy duty plastic. Mine have held up well.

Where's the inlet to water plant ? Other than that worthless video, i see no pic of how to go about watering through this inlet ?

There is no special inlet; plants are watered in the same manner as other planters, through the top. What it does have is a drain whole in the side, in case you over water. It has a very convenient see through gage to make sure that plant is not overwatered. I keep succulents so I do not use that feature. But I got it because the fit the window sill in the bathroom perfectly. Hope this helps.
