Q: Does this charger plug into the xbox or does it plug i to an outlet?

It can plug into the Xbox with the supplied cable. If you have a converter, you could also plug it into a wall outlet, but the converter is not supplied with the unit.

Q: Can the charging cable be used to connect to the xbox one s to charge an xbox series x controller?

The charging cable is just a standard USB to USB type C cable, so you could use it for anything that fits. It will charge my android phone. I haven't tested the setup you describe, but it should work.

Q: Will it effect the battery life if after it is done charging i keep the docking station on?

Interesting question. General rule of thumb to keep a rechargeable battery happy is to charge it when very low, then stop charging when at full charge. Since the controller is off, it's unlikely that there is any battery drain, so the charger isn't continually "topping off" the battery charge, which can cause battery degradation. While it seems unlikely to me that there would be anything causing battery drain on the controller when it's off, I don't know if that's true.
