Q: Does this dry to the touch or remain tacky?

I put it one very thin so it is dry to the touch. I put it on the back of my boat carpet, worked very well but we'll see for how long after the summer.

Q: my roof has a small water leak can i use this to patch her up ?

I would only use it as a temporary fix. Assuming you know exactly where the leak is located on the outside. Water can travel a long way before it drips down. Fifty plus years of owning houses had taught me this.

Q: What is the lowest outdoor temperature this product can be applied to Asphalt shingles?

I wouldn't try it below 65 degrees F or maybe 60 F is the shingles have been in full sun for at least an hour beforehand.
