The packets I recieved did; however, it's not noticeable. If my sister didn't say anything to me, I honestly wouldn't of seen it.

Are these fire retardent?

The banderas are plastic so I do not think they are fire retardant. They are really nice and festive; we put them around our ramada and they look great.

Does this come with the rope?

The banners are already on the rope, you don't need extra rope to string them.
