Is this able to connect wirelessly with Bose headphones and speakers?

Dear customer, No, it only has bluetooth receving that means you can only connect with the active speakers by RCA cables.

Are there surface noise issues with this?

No not that I noticed works great

Be sure it is plugged in. When you turn on the power with the volume button, it takes a few seconds to respond.
