Q: How do I turn it on Iv held the buttons and made sure was all the plugged in.

Make sure that there’s enough water in the reservoir.

Q: How do i turn this thing on?? it’s plugged in and i’ve pressed all 3 buttons and nothing is working. this is my 2nd one as i assumed the first broken

Before you fill it up with water push the plug all the way into the back. I thought mine was plugged all the way in and my husband pushed it harder and it worked.

Q: Can this function as a starry night light only, without turning the diffuser on and without adding water?

This was a gift for my grandkids that live far away, but I believe it can. Have been told the kids love it.
