Our planters also tilt, but we've put them on the inside of the railing so if they accidentally fall it would be on our balcony floor not to the ground.

Q: Will this scratch my powder coated black fencing?

No, once you fill it with dirt I can't imagine the plastic scratching or damaging a metal, painted fence.

Q: Are there drainage holes?

No drainage holes. But a drainage system built in. Could always drill some holes in the bottom.
