If I wear a 42 waist in uniform pants should I order the 44 or 42? I read about the notches but don't see a range of how big or small each belt can be

I am a 36 inch waist and I bought this belt in 40-42. I could have and should have gotten the 38-40, but this one still works. I love this belt.

Will this belt fit a 2’ baton ring?

Yes a standard 2 inch baton ring will fit on this belt as will any standard duty belt accessory (mag pouch, case case etc.).

Does this come with the inner belt?

nope! is just the belt but, you can use the belt keepers by bianchi too. it sold in set of 4. it holds in any regular belt.
