Q: Does this decrease the ability of a person or dog's ability to smell?

Q: Can you block or muffle the beep (dog hates the sound)?

The beep from turning the unit on, and adjusting the speed? I don’t think so. I’m about to put mine in the trash. I’ve had it for about 1-2 years, and now it rattles and squeals! Annoying!
