Q: Where does it say antibacterial????

It doesn't, on the container. No idea why it is in the description. I would say that it definitely is not antibacterial.

Q: Safe on hardwood floors? Wanna use on my dogs paws

I wouldn't recommend it for that purpose. It wears off quickly and is a little greasy, so I wouldn't trust it not to leave marks on the hardwood floors. Also, you would need to reapply it often. I use it at a pull tabs booth. There are wax products specifically designed for pet paws. Hope this helped!
