Yes, I used it on my gingerbread dough before baking.

Q: Can this use as concrete stamp

By all means you could try however I do not believe the impression is deep enough and the fact that the mats are rubber it would not have the strength to cut a clear impression out of concrete. The print is not big and therefore the concrete would be to rough a consistency. A more smoother substance is preferred.

Q: Is this foodgrade? Description says hard plastic and not foodgrade silicone

If it doesn't say food safe don't use it on food. Better safe then sorry.
