Q: Who sells the refills for this?

Im not aware of any refills. Just buy a new one when it runs out. It’s a nice inexpensive brow pencil.

Q: Why does the eyebrow powder part have so much glitter in it? I thought it was brow powder but it LOOKS like eyeshadow(Shade- Dark Brown)

Since I ordered the blonde shade, I cannot answer about dark brown. The blonde didn't have any glitter.

Q: Could you use the powder as eyeshadow?

No, you cannot. The powder/pencil are not made for a shadow. The powder goes on smooth so perhaps but the amount is minimum, made for brows not an eyelid.

Q: If i have strawberry blonde (light red) hair, what color should i get?

That’s what color my hair is. I usually use the Auburn, but the light blonde works too.
