Q: Do all the holes go straight through? 2 on the sides and 3 top to bottom?

No. The three holes in the bottom are threaded and only go through partially. If needed though you can drill it out and add spacers if required for a longer bolt to help center the light.

Q: Does this work on 2017 low rider s

it does, but if your using it for a fairing it will only work with the Memphis shades fairing, i had to cut this piece for it to work with the fairing i got
