Q: Can you fold it up when not in use? (with the paper roll still inside)

We can fold the Paper dispenser without the paper roll in it and not with the paper roll in it. - Bryco Goods

Yes it will. I am currently using 18” x 1,000’ roll of white butcher paper.

Q: Can this be used to cut vinyl?

No I dont believe it is sharp enough to cut vinyl.

Q: Mines doesn’t close all the way is that just me I thought it was because my butcher paper is big but no it doesn’t snapp in place

Nothing on mine snaps in place, I assume you are talking about the cutting blade part though. I put my hand on that when I tear the paper across. It works just fine though. I am sure once you have used more of the paper on the roll, it will be a better fit though.
