This absolutely does not have a preamp installed.

Q: does this turntable also have usb?

No, the Audio-Technica AT-LP140XP-BK does not have USB. However, the following turntables from Audio-Technica do have USB: AT-LP1240-USBXP, AT-LP1240-USB, AT-LP120-USB, AT-LP120XUSB, AT-LP60-USB, AT-LP60XUSB.

Q: can i use a rubber mat in place of the felt?

Thanks for your question. The felt mat is better suited for DJ use but a rubber mat can be substituted. If the rubber mat is thicker you may need to adjust cartridge height. World Wide Stereo is 40 years old and a proud authorized Audio-Technica dealer.

Make sure the power plug is fully inserted into the power receptacle. It is a tight fit. Try to work it around if necessary to make a connection. If this does not work,you may have a defective unit.
