does it come with paper?

Yes, but it only comes with a few sheets. You may want to buy the B5 paper with 26 holes sold on Amazon, or buy your own offline. 
I got my extra refills from Muji.

can this fit a year's worth of paper?? meaning a year's worth for one class

no, the thicker it gets the harder it is to maintain

Is the plastic hard? or is like the five stars journals where its plastic but still bendable??

Yes, the plastic is hard but is bendable.  Nevertheless the plastic is pretty sturdy and will not bend so easily, keeping the paper inside undamaged.

are the pages perforated?

No, they aren’t perforated. But there’s no need. Just open the binder and take the sheet out. It’s that simple and that’s the point. Use a cut by ruler if you need the binder holes off. Easy. Just cut all pages at once and totally even. Here’s a link to 5-7mm refills:

They have soft ring binders that’s arent refillable and normal notebooks too. Look up Campus by Kokuyo. I’m an author and mangaka and use these papers extensively for note take. They don’t bleed with foundation pens either.

On to of that they’re liked but also graphed with light but visible dots. There’s so much you can do with these.

I used these in school as a kid in Japan.
