3 1/2" in diameter and 6 1/2" tall.

I believe it is a cake topper but we did not use it for that. If a 4inch cake, then yes.

No, there were no hair color options. The item came exactly as it is pictured.

This cake topper is 6" in height with a diameter of 3.5" at the base. I would say that whether you use a 6" or 8" diameter cake with this topper is solely a matter of personal aesthetic and depends on the design of your cake itself. Personally, I would recommend a wider diameter with the topper (8") which would allow you greater design freedom along the edge of your cake. The topper is tall enough to support an 8" cake diameter and will look more proportional. I hope this was helpful! JoAnn
