Does it come with software or do i have to find my own?

It has a disk which contains the driver, but I suggest you just download the driver from their website because it will be the latest version. Also there is some special configuration steps you need to follow which find it on their forum if you are using Windows 8 or higher

Can this work with 3ds cartridges too?

It doesn't work for 3DS. It only work with NDS and the official website for downloading the driver is down. As far as I know, all the product working with 3DS all need online access and region specific, e.g. US 3DS use PowerSave, and Japenese use another product, but unfortunately those are all shutdown. The only way for 3DS game save backup is a jail break 3DS/2DS
