They are only tips so you will want to use acrylic or gel over them then you can use gel polish

No, i used mine as a full cover but it depends on ur nail shape.

Are the all white tips?

Yes, all the tips are as pictured . The size 0 which is the biggest literally only covers half of my big toe so I have to put on two tips side by side, and I don’t even have large feet. That’s just something to be aware of.
