It didn’t come with a hitch pin, you will need to purchase one if you don’t already have one

what is the tongue weight rating?

It does decrease tongue weight but not by much.

Will this work to raise/gain clearance on a basket hitch cargo carrier curt 18153 60 x 24-inch?

If it fits your receiver, it will raise or lower your item you connect to. I used it to extend the distance and lower the connection of my towbar to connect my Jeep to my motorhome for flat towing. This made my towbar close to level.
