Can I use this controller to switch a 250v ac aquarium heater? Thanks in advance

The relay should be able to handle that providing the heater doesn't draw more than 10A, which I imagine it doesn't as it would turn your aquarium into a kettle. Be aware that this unit is powered from a 12V supply. You can buy similar units that can be powered from the mains (such as https://www.amazon.co.uk/dp/B089RKGW5C/) if you don't want/have a separate power supply.

Will it keep the settings if the power is cut

I disconnect this when charging up the car battery to which it is connected. The settings are retained during this time.

Can you set a hysteresis value for the SET temperature (so the output stays on until temperature drops below the hysteresis)?

No. This is a simple switch on switch of the heater once the set desired temperature is set.
