Does this item ready to hang on the wall with some type of mount?

It has metal loops on the back. The mating hooks for the wall are your responsibility.

Does this one have any blue on the upper and lower fins like another one for sale here?

The upper fin is mostly dark blue with the tip (1/2”) in ocean blue. Front bottom some blue and lower bottom has blue specks.

can it handle outdoor eliments ?

We have it in outdoor metal building. The doors are always open but it is out of the weather. Still looks great. Had it for years.
