Do these come with paints? If not what are good ones to use for these?

No paints with the model kits.  You have several choices for paints.
1.  GW makes their own line of paints which at least match the color schemes for their models.
2.  There are several makers of paint for models on the market. Vallejo, Army Painter, Tamiya, Testor.  These are all acrylic paints which are water based and clean with water.
3.  Primer.  I use automobile primer in a spray can, either flat white, flat grey, flat black, or dark forest green or khaki.  If you use the black I recommend dry brushing the model with white - leaving all but just the outer surfaces black.  My Tau have a base of Khaki.  All of the paint companies listed also make an acrylic primer.  If you use an acrylic primer I recommend gently washing the sprues in warm water and hand dishwasher soap to remove any residue from the plastic mold.  The enamel primer will do this for you.
4.  Cheap acrylics.  Any craft store - Michael's or Hobby Lobby for example - have a large selection of craft acrylic paints in a variety of colors.  You get more paint for less cost using these paints.  They do need to be thinned with water or acrylic paint thinner - also best purchased at a craft store- before brushing on.  I paint using old medicine bottle caps to mix the paint at a ration of one drop of paint to one drop of water.
5.  I recommend either Gorilla Super Glue Jell or Model Master Liquid Cement for Plastic Models (note: use this with plenty of ventilation and be careful not to use too much)

Are these the same models that come in the Kill Team Pathfinders set or Chalnath boxed set?

I'm not sure about other sets. This is just the regular stand alone boxed set of figures. But it doesn't matter at the moment as some one bought the set over night so it is noonger available from me. Thanks for looking anyway. I may list other Warhammer sets in the future.

I'm not sure what you are asking, character sheets? They do come with instructions on how to assemble. As far as abilities you would have to refer to the current Tau Codex
