Are these the right size for most suitcases?

The diameter of this sturdy hardened steel shackle is 0.15”, thin enough to thread through all standard sized zippers and lock holes on the market, perfect for locking suitcases. Meanwhile, it can afford up to 220 lbs with extra cutting & sawing resistance and hardly damaged by human force.

We purchased 60 of these and they are breaking. Not opening or not resetting. Is there a way to reset or can we return?

Dear customer,
Please kindly know that every lock is carefully checked before they leave our factory. Based on our history customer feedback in the past few years, it never happened that all the 60 locks are breaking or not resetting. So there must be some misunderstanding. 
Please open the lock with 0-0-0 and reset the lock as per the instruction (press the shackle and rotate 90°counterclockwise, make the small hook on the bottom of the shackle enter into the hole, rotate another 45°counterclockwise to hold on, set new combination).
