can I cut a sheet in 2? does it lift powder or ink too?

Yes you can cut into two. I used it with powder and I'm not sure with Ink.

Do you need any other item with this for getting print viewed

You can list a print but still need a 3x6 card to put it on. Just makes making lifts a little easier due to not having to find the end of the roll of tape.

Are these print lifters hinged?

Add the tape over the prints I want To lift, then just slide the print card under it. They work, just as tape roll works, just don’t have to keep finding the end.

Is this something I could put in a forensic kit for students? It says 25 sheets but is it easy to divide?

You would waste one at the separation of each section you divide
