Q: what is the length of each arm?

I would estimate when fully extended ..maybe 12 inches from the mount on the wall.....however, mine is never fully extended based on the setup of my desk. It works great though.....hope this helps

Q: Does the vertical movement have to have a lot of weight to move up and down?

The vertical tension seems pretty strong, I can position my 22 inch touch screen using one hand. Guess some of tension ratio will depend on the weight of the monitor that you will used. The product seems of good quality and functionality. Hope that helps.

Q: How can I adjust the up-down movement? Turned the screw at the elbow to the fully negative (-) position and it still springs fully extended.

The only way that mine will be in the down position is if a monitor is attached, meaning there must be enough weight to hold it in the down position.
