Can I use this to drink my beer while playing VR games?

Are these the trackers or just the straps?

They are just the straps. You must buy the trackers separately.

Will this work with the Valve Index w/ 2 base stations?

Yes they will :) The valve index uses htc's 2 gen lighthouses so they will be perfectly compatible with the index. Keep in mind, these are only the straps, the trackers are sold separately.

Can this be used with the oculus rift?

It can if you want to go through the trouble, I awhile back got vivetrackers working with oculus rift, but each vive tracker needs to be in view of the lighthouses. That's why I bought the vive so it didnt have to do that.
