They only go on for few seconds n stop. Or i’m not turning them on right

If you turn it until it can't turn anymore, they will swim in the water for about 7-10 seconds. That's how mine are anyway.

Are these dishwasher safe?

I would imagine they are upper shelf safe. But if you wash in a little Dawn soap and hot water, add a cup of vinegar and soak for a few hours they should be completely clean.
