Correct, the bradawls are tapped into the door to hold the jig in place whilst routing. There are two holes left per hinge that will need to be filled.

12mm refers to your router collet size which is the shank of the cutter not the cutting edges diameter. other router makes have 1/2 inch collets or 12.7mm. The cutter required is a standard kitchen fitters straight cutter which is 12.5mm dia and 65 to 75 mm long.
