Q: Are these tapes rated for outdoors?

I have not seen anything indicating they are rated for that. I will say I would be comfortable labeling things with the nylon tape that doesn't have direct rain on it (e.g. cables, something under a covering, etc.) I don't know how well it would work for labeling something like a power meter.

Q: Will these work on a a Labelpoint 300 label printer?

Q: Does the Dymo 18444 1/2" lable tape when used with the Rhino 4200 leave a horizontal line through the middle of the text?

Mine does. I saw someone leave a review that stated you can fix this by holding down the '8' key while powering on and adjust to a higher value of >= 1000, although I have not tried it yet.
