Q: does it come pre-set at 30-50?

It sure does. Cut-in 30psi and Cut-out 50psi.

Q: Will this switch shut the pump down if the pressure gets extremely low (like with a broken pipe)? Not looking for that feature

It is a pressure switch that turns off when pressure is reached and turns on when the pressure drops. the pump will run on with low pressure

Q: Can I adjust the settings for it to turn on and off at 25 and 45 psi?

Q: Does the lever switch on the side of the unit disable the pressure control and allow the pump to run?

The one I got does not have a lever switch on the side.
