No, it is a basic timer, count up/count down, easy to read, loud alert and it uses an AA battery. It's a work horse and a good timer but nothing fancy like a 5 minute pre-ding.

Very likely made in China. Made anywhere else in the world they would not be so inexpensive.

What is the purpose of the "on-off" switch? Doesn't it turn off when the "stop" button is pushed?

It's powered by a battery. When you hit the stop button it stops timing but the display stays on. To save the battery you can turn it off completely, that is turn off the display itself.

Can it be used as a stopwatch to measure how long something takes (starts at zero and adds time till stopped) or just countdown as an ordinary timer?

Item is as advertised. You set the time you want to "time out" and press "go" and timer counts backwards to zero, then alarms. Will not count up.. Not a stopwatch.
