Can I use this in a 20 amp outlet?

Yes, you can use it in any outlet as long as the equipment you want to protect does not exceed the 1600Watts or 1600 Joules/s

Does this cover both outlets and what is purpose of all the lights and is that necessary?

It only covers one outlet. The lights tell you if it is working. I went through two of these and each one only lasted about 90 days. I finally gave up and had an electrician install a GFI breaker at the panel and replace the plug with a normal, non GFI receptacle. This still meets code.

I have a Miele T1 heat pump dryer on a dedicated 120v 15a circuit. Would this unit protect the dryer's compressor circuit from surges?
