Q: Has anyone used this material to cut with thin craft dies?

Yes - I used it to die cut words, phrases and designs. Worked great and was easy to apply.

Q: Is this material velvet or felt?

I suspect it is felt, as velvet is usually a longer nap. I used it to line the inside of a box and it looked very professional.

Q: Can this be used as a template for rhinestone designs?

I am totally unfamiliar with rhinestone designs, but if you are looking for a sticky surface to place rhinestones temporarily, so they won't move around yet can be removed easily, this would work.
