Yes, the IIC rating is what most condo complexes now require to minimize noise transfer. Used it on several condo projects. Great pad.

Q: Any reason not to use this with lvp with a pad already on the bottom of the plank?

LVP tends to be very thin, with a very tiny click lock mechanism. I'd be concerned that too much padding may allow the planks to separate. It might be worth trying, though. While LVP walks a little quieter than Pergo, both products tend to walk a lot noisier than hardwood. A quality pad like this makes all the difference with Pergo. It makes the floor sound more solid, and a lot quieter. It should help out with LVP, as well.

Q: Can you hear the floor system russle when walking on it?

Not at all. I've used various types of underlayment and this is by far my favorite. No noise, great insulation, and comfortable to walk on.

Q: Can it be used under the solid hardwood flooring, installed on top on vinyl floor? In other word, can this be put in the middle of vinyl and hardwood?

there is a high chance that the vinyl becomes slippery due to the finished aluminum
