When size forstner not needed to install these?

Use a 20mm Forstner for the large end. 3/4” (19mm) is just a little too small. 5/8 (16mm) is perfect for the small end.

Would this work for attaching maple plywood cabinet to slab top? Since they would be screwed into the plywood edge?

It depends on the thickness of plywood. You do not need a large screw to fasten. If you are afraid of splitting the plywood, add a strip of wood on the inside flush with the top with glue. Then screw into this piece of wood instead.
